Ambassador Fernando Lugris is a Uruguayan diplomat with a distinguished career in international relations, particularly in multilateral negotiations and fora on the environment, human rights, trade, and regional integration. From 2015 to 2025 he was Ambassador of Uruguay to China, Mongolia and from 2024, he also served as Uruguayan ambassador to the Kyrgyz Republic. He was previously Permanent Representative of Uruguay to UNEP and UN-Habitat.
Ambassador Lugris’ previous roles also include Dean of the Latin American and Caribbean Group (GRULAC) in China, National Coordinator of the Uruguayan Presidency of UNASUR and Director General for Political Affairs at the Ministry of Foreign Affairs of Uruguay.
His leadership in global environmental diplomacy includes chairing the Intergovernmental Negotiating Committee for the Minamata Convention on Mercury and representing Uruguay in numerous international environment, human rights, and trade fora.
Ambassador Lugris studied International Relations at the Universidad de la República in Montevideo and completed diplomatic training at the Diplomatic Academy of Uruguay. He also pursued studies at Presbyterian College in South Carolina, U.S.A. and the Foreign Service Institute in India.
